Unable to pay for goods on ebay

All my details are correct, and I have the funds in my bank account, but when I try to pay for something on ebay via paypal it simpy won't let me 😕
It just says we were unable to process your payment. 

Can anyone help?

Here's the error I get:

Your request could not be processed at this time

We were not able to process your payment.

• Please check out again and try a different credit card or bank account for your PayPal payment.
• If you're still having problems, contact Paypal customer support

Error code #10417

After beiing in touch with paypal on the phone, they told me it was my bank declining it..

So I called the bank, they told me it was declined for security reasons due to many fraudulent transactiions using paypal.

Nice of them to phone me and tell me, so I didn't have to waste all this time, pfft.
