Its free to transfer money to and from your bank and paypal account.
However you can't do it via a card, you need to add a bank account and set up the direct debit mandate.
As a buyer you NEVER need to add funds to your paypal account as paypal will deduct any payment direct from any funding source you have linked to paypal.
