I received notification of this by email.
"Starting 28/08/2012, money from payments you receive will be placed in a pending balance for up to 21days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims."
I wonder if it's worth my while contacting PayPal directly to get a more definite reason of why this limitation is being placed on my account. It's a fairly new PayPal account with only a few transactions and no problems that I am aware off. I have used it to pay for a number of items on eBay and to sell a couple of items, all bought and paid for, items sent, good feedback.
It's quite annoying, is this something that happens to most people?
