New account-use straight away?

A friend wants to buy something on Ebay...if she sets up a paypal account can she use it straight away?

Hi there Tizzyj,

When a customer opens their PayPal account, you would be asked to register a credit/debit card once the account has been opened. As soon as this has been done, you would be able to send payments for items that were purchased straight away.
