I can't pay a seller on ebay, is it due to a ngative balance?

I sometimes have a balance in my paypal account and other times when I pay ebay sellers, paypal simply takes it from my bank account. 

 

A buyer paid for something and as she didnt receive the item she raised a claim with ebay (it was posted on a thursday 2nd class and is only monday so I said to give it another couple of days), anyway it has made my paypal account have a negative balance of £14.

 

I need to pay for something I have bought on ebay but when I tried it wouldnt do it. (said something about it was trying to pay more than the cost of the item), which I am presuming is something to do with the negative balance. 

 

As I am certain this will get sorted i thought I would just add some funds from my bank account, pay the seller and then just wait till the £14 is sorted etc.

 

What I didnt realise is that transferring funds doesnt happen instantly so now I am in the situation that I have some money pending going into my paypal account and I still can't pay the sellar.  I don't understand why when I have an account linked to my paypal account, it won't let me pay for something!

 

Do I have to make this seller wait??

Any time you have a negative balance, that must be resolved first, else you really can't do anything with your PayPal Account.
