Payments transfers and deduction

Hi all I'm a little confused with my account. 

Yesterday my PayPal balance was £00000 I transfered £70 into my paypal account and now its saying I'm in the red by minus £15.00 how is that even 

Possible when I click on transfer of my £70.00 it won't allow me to transfer onto my bank card. 

I'm thinking is it possible that it won't allow me to transfer the £70.00 because of the minus £15, which has only shown today and didn't show that anything was minus on the account yesterday. I can't pay the minus £15 as I have no funds in my PayPal bank account to do so which is why I transfered the £70.00 but now I'm left with nothing 

Any help would be much appreciated! Need to resolve asap

Can take 5-7 working days to transfer funds from your bank account to your paypal account.

You never need funds in your paypal balance as a buyer though, when you pay a seller paypal will take directly from your bank account.

So if they took the £15 when you paid and you had nothing in your account because you had already transfered £70 which had not reached your balance yet then that could be why its happened??

I'm a little confused as the £70 has shown on my PayPal statement as received but it won't allow me to transfer to my bank account is that because of the now minus 15 on PayPal balance which wasn't there yesterday when the £70 was being transfer. Surely if my account was £85 in debt yesterday it would have shown that but I've checked through everything and there isn't a reason for that to happen so I'm very confused. 

So my question is when I've transfered the money has it deducted what I've "owed" but still left me in the red by 15 

Or could it be possible that until I clear the minus 15 I won't be allowed to transfer the 70 in my bank account
