Inquiry about adding money to my PayPal

Hello there, 

I've recently linked up my bank account to my PayPal and was trying to then add the money from said bank account to my PayPal balance. However, upon attempting to transfer any amount of money to my balance, I am instead greeted by an error message saying "There's a problem with adding money to your account. If you'd like help, please contact us". Although I do plan on contacting someone, I figured I should try asking around in case anyone has a possible solution or insight on this issue.

Have you confirmed your bank account with the 4 digit code?

Do you know you don't have to add funds to your balance as a buyer?

The bank account is linked to my Paypal, but I'm not sure which 4 digit code you're referring too. Also I planned on sending some money to someone else on PayPal. I assumed that if I used the money directly from my bank instead of adding it to my actual PayPal balance, then it would have to through a large amount of time to reach them instead of just instantly sending it from one PayPal account to another.
