I can't add a bank account to withdraw money.

I want to add a bank account to withdraw money but every time I try I get this error "You cannot add a bank at this time.". I contacted costumer support via email 5 times the past month and I got zero replies from them. I can't speak english fluently via phone support. Can anyone help me sort this out?
