Difference Between Balance And Available

I have received payment which shows as my balance but my available amount is significantly less. Why is this ?

I was paid 1700 US dollars, available is 1058 UK Pounds, Exchange rate works out at 1088 UK Pounds. What has happened to the 30 UK Pounds. What is the fee supposed to be ?

Paypal uses their own exchange rate / cross border fees and then you get charged 3.4% + 20p per transaction.
