BUG ALERT, can't re-submit Proof Of ID

I was asked to submit proof of Identification, which I did, but as the edges of the document was not in the photo, they rejected it and asked me to resubmit, which is fair enough. Unfortunately the online system does not allow you to re-submit. When you go to the link to submit, it just says thank you for submitting (as it does not know your document was rejected) and does not allow you to re-submit.
You can email the support desk as much as you want, they ae not capable of understanding this problem, and just copy and paste responses to you telling you to go to the submit page and submit your documents.
They eventually just ignore you...
so I have an account I can't use that is receiving subscriptions from my customers, but I am not able to access the funds.. I seriously think PayPal needs to re-look at their customer service options.
My account is still limited and I have run out of ways to try explain this to PayPal customer service.
Is there a way to email real people for support? Can anyone help?

To upload documents follow this link: www.paypal.co.uk/uploadstatement
If you have any difficulties with uploading any documents via the link you can also use the name change option:
Log in to your account.
Click Profile near the top of the page.
In the 'Name' section, click Change.
Select the legal name change and click Continue.
Follow the on-screen instructions to upload and send files.
Once you have uploaded any documents let Customer Support know via phone or Social Media.
Advice is voluntary.
