cant link bank account as it's been used twice before

I've opned a paypal account & this is the 3rd time ive done so as ive closed the previous 2 , but ive come across the problem that i cant add my bank account as it's been linked to the previous 2 . they take money out of it when ive payed for something but i cant transfer money out of paypal into it as i'm getting the message that's it's been linked to a previous account and i have to open a new bank account with isnt going to happen .

   How can this be rectified .

You would need to contact paypal direct, customer support.  Note, you my get stuck in the phone maze however, if you get the right "real" person, they can fix your issue.
