The US option is there as paypal is a U.S company and allows its residents to add their bank accounts to other countries paypal accounts if they are working or staying in that country.
However for residents you can only add a card.
You can also only Send and not Receive funds in your country, so if you can't receive them then you won't need to withdraw them.
Click on the link below and select the country you want from the drop down list for options available in that country.
