As PayPal does have multiple servers, you may have run into a glitch with the one you're connecting to. Try some easy troubleshooting things first. Delete your web browser's cookies, temp files and history. Next close your brower, then reopen it and retry. You can also try using a different web browser or if possible, another computer. If the issue is still happening, then you should contact customer support direct for assistance.
