Paypal demands photo ID in my new name to change my name, but I don't have any

I changed my name by deed poll and went through the process of applying to change my name on Paypal, but they're refusing to change my name unless I provide photo ID in my new name. I'm confused because I thought it said during the process that they only required one document and that this would include my deed poll.
The problem is that I don't have any photo ID in my new name because it's not normally necessary. When I apply for jobs etc. I provide my old passport in addition to my deed poll to prove my identity. I can't afford the expense of replacing my passport or driver's license right now. I don't understand why this is necessary.
Here's the message they sent me:
"We have reviewed the information you provided regarding the name change request. Unfortunately, we are unable to process your request for the following reason(s):
- The documentation provided is incomplete.
- Name on the documentation provided does not match with the name on PayPal account.
- We did not receive all of the required documentation.
To complete your name change request process, please provide us the following:
- A copy of a valid photo ID that shows your new name (a driver's license, passport, or any other government-issued photo identification that also includes your date of birth)."

Well i guess you either find some photo i.d or you don't change your name.
