PayPal Doesn't accept my Credit Decit Card

After I add all info 

I keep getting this same error below

NOTE:

My credit card is alright - How Do I know ( I made purchase on Ebay trough my Card and I accomplished it ) 

I tried with  several Browsers + Android  - keep getting same problem

So Mine PayPal can recieve money,But I can't attach mine Credit Card to it
