Pay after delivery ahhhhhhhhhhh

Just recently all my purchases are going on pay after delivery even though I dont have this option switched on.  How can I stop this?

Nothing except fund your payments via a card instead as PAD does not work with a card.

Its a techie glitch that paypal are ''working to fix''.
