Not receiving Paypal payment email notifications

The last email notification of payment I received was September 3, 2016.  Since then, I have had four purchases processed by Paypal and no notification was received.  I'm using an msn.com email address and there is nothing wrong with it.  The notifications are not in the spam folder.  

This seems to be a growing problem and really should be escalated.  I would appreciate any advice as to how I can fix this on my end.  However, it seems to be a Paypal system issue.

There is a long post about not getting emails near the top of the page, worth a read through although no good recent explaination that i can see from PP  It is good to know we are not alone.
