Legal Name Change - Hopeless?

I have followed Paypal's instructions and submitted legal documents to have my name changed TWICE. I have called and talked to a rep and was told I'd receive an email, but never did. I've emailed support THREE times. All of this over the course of a month. I am unable to get responses from the emails, and I have no idea what I need to do at this point. Any help would be greatly appreciated! Thank you!
