Changed my name but have no photos

Hi, I changed my name a while ago by deed poll, but I haven't changed it on paypal. I tried to change it by sending messages to paypal but I found the process complicated and confusing.
I really would like to change the name on my paypal account as it bothers me that my paypal account and bank account don't have the same name on them. (I made fairly minor changes, an additional first name which my friends have called me by for years, and a slight change to my surname to reflect my heritage, but they don't count as 'minor' to Paypal!)
I have no photo ID. Due to health reasons, I can't drive or travel outside my home town, so I obviously don't have a driving licence and a passport seems like a waste of money.
I found a thread from 2012 saying I could send my most recent benefit letter along with my birth certificate. Is this still acceptable? Would you need my change of name deed as well?
How can I send the documents to you? I don't know anyone with a fax machine, so would it be possible to upload them, email them, or send them by post?

If you don't have any form of ID your birth certificate and your benefit letter would be fine. We would also need your name change deed poll form but with those three documents we can make the change no problem.
I know it is a bit of a hassle but since we are a bank there are certain procedures that we do have to follow.
- Go to www.paypal.com/uk and log in to your account.
- Click Profile near the top of the page.
- In the 'Name' section, click Change.
- Select the type of change you would like to make and click Continue.
- Follow the on-screen instructions.
Here’s how you upload your documents:
- Click Upload Files.
- Browse for the file(s) you want to upload and click Attach this File.
- Click Send Files to PayPal.

Thank you, Rachael, for the quick reply and clear instructions - I really should have made the change straight away, but I'm afraid I've been rather lazy. And now I have a new problem.
When I was told I couldn't change my account name without photo ID, I created the paypal account I'm using now. But as I couldn't add my debit card to this account (I only have 1 card), I gavu up on using this account and forgot all about it. However, in the last week, I started listing items on ebay, and after a lot of confusion, I discovered the payment for the item I sold had been sent to this paypal account (I have no idea why).
Would it be all right to close the other paypal account and add my debit card to this one instead? As far as I can work out, they are both attached to my bank account, but obviously the debit card can only be used for one paypal account at a time. I just thought it might be easier to use this one than to work out how to get my buyers to pay me through the other paypal account.
Is there a delay between transferring a card from one Paypal account to another and if so, how long? Just so I don't commit to buy something on ebay and then discover I can't pay for it.
