Cannot Add New Bank Account

Hello PayPal,

Why I cant link new bank account to my Paypal. I always receive this issue "We were unable to process your bank account registration at this time. We apologize for the inconvenience. Please try again at a later date". BTW, my card is VISA. 

Please, I need your assistance.

Well firstly you state you are trying to add your BANK ACCOUNT and then you state you are trying to add a VISA CARD, so what are you trying to add?
