Every time I try to cancel my bank account it is refused as transactions are pending which they are not. Calling Paypal
customer services results in a conversation with a Robot who can resolve nothing.

First check there is nothing in here >>
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > and under "manage upcoming payments" top left of page second option down is pre-approved payments.
Secondly don't forget that when you pay a seller paypal CREDIT the seller the funds and then wait for your payment to transfer from your bank account and that can take from 5-7 working days so allow enough time before you remove your account.
Lastly if none of those apply then contact customer services by phone again but to get past the robot >>
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".
