"Steps to remove limitations" link

There has been a limited access block placed on my account. So, I go to the resolution center. I click the link that says "find out why your account has been limited." It takes me to a page that gives me my case id and tells me why my account has been limited. It then gives me a link to the Resolution Center and tells me to follow "the steps to remove limitations." I click the link, and it brings me back to where I just was! I can't find the link to the "steps to remove limitations" anywhere on the page.......What do I do?

I may be wrong but I think that's a phishing email.  Click the link from the email and enter anything word you want for a password...I think it will open as if you entered the wrong number. My advice is to not use link...type in PayPal address, login and I think you'll find no limitation has been put on your account.
