I have always had a 0.00 USD spending limit on PayPal. I have heard in several placxes you startwith $500. I have spent several months working up to $13.25 from surveys on PayPal. Now I can't spend any. I am too young to have a Bank Account Credit Card Debit Card or Virtual Credit Card but I REALLY want to spend $10.00! Is there any way without a CC/VCC or BA to get a $10.00 spending limit?
