OK, what? Paypal held my funds, but my most recent payment is in my balance???

Alright, so I'm a new paypal user, and recently, after recieving two payments from my clients for art commisisons, paypal sent me a notice a few days ago, saying they would be holding funds for 21 days. (and the only way to lift this is to SHIP the item to them, which I CANNOT do, seeig as I provide a service, not a good that can be shipped, since I am selling my work as an artist, not items on ebay) but that's a WHOLE different issue, so we'll stick to the one at hand,
well, I just recieved a 40$ payment from another client today, but instead of it being on hold from me, it just entered my balance like usual.
Why is this? CAN I use the money, or can I not? I',m very confused now,
and I shouldn't be worried about using the money /I/ earned, but this is paypal, after all.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
