New account - cannot verify credit card!

I have a new credit card which I tried to verify on my old account.
I closed this account before I verified the card - which means the small
fee was taken from my card, yet it was not returned. 

(I closed the account because the country was not correct anymore)

Now I have a new account and can't verify the credit card there either -
because I get this message:

"We're sorry. We're waiting for another member to finish linking this credit
card to a PayPal account. Please try again in 5-7 days."

Yet I already closed my old account, so how can this be possible??

I already wrote several emails via "Contact us" yet received no help!

And what happens to the fee from my old- closed account?
