Failed repeated attempts to lift "limits" from account

Starting earlier this year, I began receiving what I thought were phishing emails, stating my PayPal account had been limited due to unusual activity (or something - like I said, I assumed they were phishing emails and didn't really pay attention to them). Just in case, I went to PayPal's website to change my password, only to find out it was real, so I did the steps listed that were supposed to lift the limitations. That was in MAY. I assumed all was well, and when I won an auction this afternoon on eBay and went to pay via PayPal, it told me I was not allowed to send money due to the limitations on my account. The limitations that I took all the appropriate steps for FIVE MONTHS AGO. I emailed customer service explaining all that I have here, and I got a form letter response telling me to do what I have already done - TWICE. This is irritating me to NO end, and have no idea what else to do. Any suggestions, short of calling and explaining everything...AGAIN (which I'd rather not do if I can afford it, as I'm sick and have no voice at the moment)?
