Can you purchase something using paypal without confirming?

I need to buy something on eBay now and it says you need to confirm your account to

Make payments from your bank account.

Transfer money between your bank and your PayPal account.

Become verified and remove your spending limit.

So basically you can't use your account until you confirm? Right? thanks
