the 1.95 is the credit PayPal gives us when we confirm our credit card, if you make a purchase PayPal will charge your card, the balance on the card does not transfer to the PayPal balance, if it is a stored value card, beware, if you get a refund, you may never see those funds, pre-paid cards and PayPal do not jive well.
