Negative Balance from an already done payment!? EXPLAIN

Hello paypal, I'm trying to understand why I have a Negative Statement in my PayPal Account, which is of -$19.99 USD and I'm very confused since the payment it appears from, it is paid already.

Mar 9, 2011	Add Funds from a Bank Account	Failed	Details	$19.99 USD
Mar 21, 2011	Charge From Credit Card	Denied	Details	$19.99 USD
Mar 21, 2011	Failed Transfer	Completed	Details	-$19.99 USD
Mar 21, 2011	Add Funds from a Bank Account	Processing	Details	$19.99 USD

My question is that why didn't they withdraw the money that same date, because in that date Mar 9, 2011 I had the money in my bank account. I can't understand why didn't they process the money that day, thanks for any further help you can bring to me.

AxDSan- Since you were nice enough to post your transaction details, lemme help you out here.

When you made your purchase, you used our 'Instant Transfer' payment method, where PayPal pays for the item right away and we wait to get the money from your bank account.  There is always a 3-5 business day delay in getting the money from your bank, which is why we wouldn't have been able to get the funds on 3/9. 

On 3/21, your bank notified us that the transfer from the bank wasn't going to happen so as part of the instant transfer, we tried going to whatever credit card you had specified as your back up and that was denied as well. Since PayPal had already paid for the item, but we haven't been reimbursed for that due to the failed transfer, we would take your account negative until that's settled up.
