Max withdrawal amount less than balance?

I have an account balance of less than $500, but when I select a free transfer to my bank account, the max amount it will let me withdraw is about $2 less than the total balance.  Why is this if I am selecting a free transfer?

Why are questions like this not being answered -- even by a PayPal representitive? I have been searching for this same answer a week now. Is this a question that PayPal employees are being warned at weekly meeting to not address or answer? It's as if they are saying, "Don't dare tell the PayPal member how to move and liquidate their money. We WANT that money, and if you want your paychecks and bonuses it would serve you best to keep them in the dark. Remember, money leaving PayPal accounts mean money leaving our pockets!"
