Is it okay to have the buyer wait until your receive your money or do you have to immediately ship the item?
If the amount displays on your PayPal balance, you should ship the item ASAP. Also, it is a good idea to wait until the buyer receives the item and leaves positive feedback before transferring the funds to your bank account. This way, if the buyer needs a refund for any reason, you can do so promptly.
Once they balance is "pending" in your PayPal, you have to ship the item before you can even get the money. It is rediculous, but if you have a tracking number, you get your money faster, but you still have to wait at least 3 days and up to 21 days to even get your money from PayPal.
