to all people who get this error code. this is because you have no funds in your paypal! you need to transfer some money from your linked bank account to your paypal in order to pay for anything you buy off ebay! i have had this problem too. i had no idea why i couldnt buy so i took a wild guess and made a small transfer and bought a decepticon emblem for my car after the transfer and sure enought it got fixed!
