android app "we're having trouble completing your request"

I've had the above message for about 2 weeks now on my Samsung A5 (2017). I've tried logging in via fingerprint, password & PIN with no joy. 

I've not got a two step security key set up, so it's not that. I uninstalled the mobile app & re-installed with no success. 

I've seen several posts with the same problem, but I'm not seeing any answers I haven't tried. Does anyone know what's causing this?

I thought it might be a blip, but not for 2 weeks. I can log into my account online with no problem. 

The only thing I've changed recently is to add some new email addresses to my PayPal a/c. However, the old one is still on the a/c, valid & in use so that shouldn't have made a difference. If anyone could help I'd be really grateful.
