Someone stole my brothers password and closed his account

Hi, I have a big problem.Yesterday someone stole my brothers PayPal account password and made a transfer about more than 300 EUR than closed it.I cant take acction because whenI try to log in again paypal sad that no registration with this email.This is my brother account but he cant speak en english so i had to write instead of him.Please help!Thank you kind regards, Veronika

Your brother will need to call our customer service. You can be present to speak on his behalf once he gives permission over the phone.
