Scam?!?!

I have an email saying they will buy my item after I transfer £250 through money gram to Nigeria. Is this a scam?

Firstly they said they were in a wheelchair and unable to pay in cash or in person. This email I got was supposedly from PayPal: We are assuring you that this transaction is 100% genuine and not a scam as we have receive the payment of £390.00 GBP from Emily Joe, we are sorry to inform you that this transaction cannot be reversed/cancelled and we cannot release the funds into your account until we have received the moneygram transfer details from you, according to the Terms and Conditions for this transaction- by all means you will need to complete the moneygram transfer for the sum of £250.00 GBP. We have already deducted the total sum of £390.00 GBP from the buyer's account and the buyer does not have access to the funds at this stage of the transaction so your money is safe and secure with us, you do not have to worry because you are fully protected with PayPal, we are taking these security measures in order to protect both parties involved in this transaction from fraudulent activities and PayPal scam. All you have to do is go to the nearest moneygram shop(Tesco or Thomas Cook) with your cash and ask for the moneygram section, fill in the transfer form with the appropriate details. i.e The sender details, which is your details and the receiver details which is the details giving to you earlier.. Kindly complete the MoneyGram transfer for the sum of £250.00 GBP and get back to us with the details of the transfer as soon as possible so that we can credit your account instantly. Please Note if you fail to complete this transaction today we will take it that you are Violating our Terms and Conditions so we will place limitation on your account and financial institutions linked with your PayPal and we shall take Legal Action against you.thanks for your parnership
