Return to merchant and try a different payment method

Attempting to pay with Paypal balance, (cash in account is more than enough) but repeatidly get a "Return to merchant and try a different payment method" error, please help as I just bought something on ebay and about to work offshore for 4 weeks :S so no internet access.

Is it an international transaction?

Nope its a local payment. I can pay with my iPhone app though but that doesn't help future transactions.
