Firstly there is no seller protection on paypal for any type of motor vehicle so its the last method i would be using to sell the car.
I would say cash on collection and inspection of the car, then you have cash in hand and no paypal fees.
Secondly they are wrong to say he can't get his deposit back, if he funded his paypal payment via a credit card then he can do a chargeback directly via his c.c. company and odds on they will find in his favour.
It does seem odd but I would not count on keeping your deposit. If he does a chargeback you have no seller protection.

You must have a paypal account to have accepted the funds in the first place??
They would do a c.c. chargeback via paypal. In this scenario paypal would put forward any evidence in your favour but it would be the credit card company that would make the decision as its their client.
If they found in favour of their client then their client would be refunded and you would be charged the refund and credit card companies processing fee (normally about £14).
If you had no funds in your paypal account balance that the company could take then the c.c. company refund their client but paypal put your paypal account into negative and limit its use until you pay them back again.
In this the worse case scenario and may never happen but you asked and so I have given you the facts of "what could happen".

Thankss for. Reply well easiest way is to just close my account not that I use eBay or PayPal often but just wondered why anyone would do this if there is no scam the only thing I can think of is I was charge 3.49 out of the 100 pound he sent so really I only got 96 pound so will he receive the 100 back and make 3 pound on it not bad if he doing this to a lot of people making 3 pound every time I don't know will keep you posted

OK you have got that one wrong.
When someone is refunded you get back the fees that paypal charged you when the buyer paid.
BUT the buyer PAID 100 it was paypal that got the fee that was taken out of it.
So he would get his 100 but you would get the 3 back minus a 20p processing fee that paypal always charge.
BUT you are also charged a processing fee by the card company.
Also if you close your paypal account owing paypal money then they "sell" your debt to a debt collecting firm and you will have them knocking at your door.
But all this is dependent on:
1. IF the buyer files a claim.
2. IF the buyer used a c.c. to pay via paypal.
4. IF the c.c. company finds in his favour.
So I would just forget it for now and see what happens.
