May i know if it is a Virus? An email from PayPal.Service.Inc team

I have received an email from "PayPal.Service.Inc team" with a subject USER-ID-PP-126-589-XXX-XXXX. The send is PayPal.Service.Inc team<paypal.server.xtueutywrrye.ns17x@251882-web1.netshiftmedia.com>

In the email, they asked me to confirm an email and there is an attachment to ppen. 

Could you please advise if it is a genuine email? If not, may i know if there is any safty issue by receiving this email?

You will know an email is not from PayPal when:

•The email uses a generic greeting like 'Dear user' or 'Hello, PayPal member’.
•The email requests financial and other personal information.
•The email includes an attachment, a software update to install on your computer.

If in doubt send to spoof@paypal.com.
