How to bypass "One last security check" ?

Hi there,
I have another Paypal account I want to access. Unfortunately I forgot both the password and the security questions. The registered phone number has also changed and unavailable anymore.
I can, however, receive e-mail for password reset. But when I type the reset code you sent me via email, the next popup asks for another method too! I can't bypass this window since as I mentioned I forgot the answers for the security questions and the phone number isn't available anymore.
Why isn't the email code enough to reset my password?
How can I access to my account then?

Suggest you ask customer services.
But you are only allowed 2 paypal accounts if one is personal and the other is business.
If you have 2 of the same type you risk your account being limited.

Both account is personal I think. I badly need to access the other one, but how can I do it?

As i said you need to contact customer services BUT as you have 2 personal accounts you may find they limit one or both of them so be warned.........you may get lucky but you have broken paypal rules by having 2 unfortunately.

Oh, I thought I can contact CS via this forum too.
I tried to find other way to contact them (I'm unable to call them on phone) but seems the options to reach them are quite limited. I also sent an email with this problem to the 'webform' email adress but received only an automatic response with an irrelevant login help sadly.
By the way, the 2 accounts aren't connected by any way, it's like I logged in to my friend's account. Different owner name, etc. I'm lucky to have this one since I'd be unable to ask here anything (as I can't log in to my main account).
So how can I contact CS outside of phone talk and the webform autoresponse mail address?
