Error code 10448

I'm at my wits end here,
for the last 3/4 weeks when ever a buyer on eBay tries to complete checkout, once they log into PayPal and click pay now, they get an error message and the cose 10448.
This has happened on every transaction, some are happy to pay via a paypal invoice, some are not and cancel the transaction.
I've spoken to eBay 9 times and PayPal 7 times.
Both blame the other.
PayPal have the technical support team looking into it, that's what they said 10 days ago,
they both tell me that everything is set up correctly, email address' are correct, accounts are in good standing etc.
Does anyone have any ideas???
I sell Halloween costumes and as you'd imagine it's having a huge impact on me at this time of year.
