error code 70205

I can not buy anything from e-bay .My PayPal account is in green.

I contact e-bay-they said that I did not have restriction.They did not know to solve the problem-they suggest to contact PayPal.

My PayPal account is in green and I can buy with invoice.

Could anyone help me to solve this error code 70205?

Same here.

Error Code: 70205

I tried few items to buy since 28.10.2016 without success.

My account is green (OK).

My last transactions were on 04.08.2016.
