PayPal says device not recognized.

So I went to eBay to make a purchase. I do what I normally do, but I get a "This device is not recognized" error and it asks me to setup an automatic call. I attempt to trigger the error a few more times to make sure it wasn't a fluke or anything, and it still said it. Now I'm not getting to the point where I can make an automatic call.

I don't know what I'm doing wrong, I'm using the same device, same browser, and haven't cleared cookies in a good while. I think the only thing that may have changed is the IP, but I'm using the same ISP, hence the same IP range. I'm getting nervous and frustrated because of the complaints on here with similiar issues. How do I fix this, if anything?

Just noting that I have solved the issue (temporarily).

PayPal support says to clear your browser's cache/cookies, which I did. But I also unchecked eBay's checkbox that says "Would you like us to remember this computer for a secure and faster checkout?"

I am not sure if this is on eBay's end or PayPal's end, or if PayPal did something without informing me, so your results may vary. Hope my solution helps somebody.

Probably your IP, your best bet is to contact customer services and see if they can re-set the call option for you.

Click on the words "Contact" at the bottom of your paypal account summary > click on the "call us" option on the left.

OR have you considered contacting Customer Service via Facebook or Twitter?

It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

Yes. I've attempted to contact customer service via the site today, I left a short message on FaceBook yesterday, but nobody got back to that (yet).

Ideally I'd like to leave calling them as the last option for various (personal) reasons. Mostly I dislike talking on the phone.
