Need Help With Nightmare Ebay Buyer

This is the first time I sold an item and I am already dealing with a fraudulent transaction. The item is a limited edition Star Wars rogue one parka. A buyer from Kuala Lumper, Malaysia won the bid (even though his profile says, location:United States), he took awhile to pay for the item due to "paypal restrictions." He finally payed for the item at the end of January and once I received payed via payapal, i shipped the item to his location through USPS. Once the item arrived, buyer stated that the claims department in his location is trying to extort money from him for the package since it's a high dollar value item. He tells me that he told them to return the item and for me to lie about the contents of the package next time (which I will never do). I waited for the package to come back but never does. Buyer starts a claim at the beginning of this month stating that he did not receive the shipment (even though the tracking information states it's in Malaysia claims). I've talked to PayPal multiple times and provided a ton of evidence (conversation between buyer, tracking information) and is still in favor of buyer. I talked to eBay and a representative when asked about the buyers past fraudulent transactions (I'm guessing he messed up) informed me that he has done it multiple times and recently came off of buyers restriction. I followed all the rules, never had any problems ever but they decided to side with the seller. What should I do? Tracking information is: CH010695228US

Your tracking shows it is held in customs since jan 26,2017.

You also qualify for $200 USPS priority intl insurance.

How much is the total payment (item plus shipping),if $750 or more,it must be signed for to quakify for PAYPAL seller protection.

As long as tracking does not show it is delivered ( signed for),you do not get seller protection.

What your buyer is telling you is that Malaysia CUSTOMS office is asking him to pay import duties which is too high for him and he is not willing to pay.

so he filed dispute and won and item should be coming back to you.

-since you have refuned his payment,you should go to Ebay and cancel the order so you can get your Ebay fees back,dont forget to report him to Ebay.

-call 1-800-USPS customer service.international and see if they see more from the tracking and ask them to contact Malaysia postoffice to expediate your return,post offices do talk to each other.

There is also a disgusting trick buyers play,once they filed and get tehir money back,they run to the post office to pick up the pacakge,see now they will pay customs for a freebie.

so call USPS intl customer service on Monday.

anyway,if item is lost or never come back,you haev $200 insurance you can try filing with USPS
