NEED HELP! Website Wallet not working

I've tried contacting customer service about this and have had no response in 48hrs. The wallet portion of the website will not load. It has errors and asks me to delete my cookies because paypal.com tried to redirect me too many times. I've cleared my cookies to no avail and i get the same exact results from multiple attempts. I have tried different browsers and a different computer in my house. I need to access the wallet in order to change my bank info. So im really stuck right now and i need to pay bills. Any help would be apprecieated. Thank you.
