Ebay seller will not change address due to stated paypal policy

In the ongoing saga of making the simple difficult:
I bought something on ebay. The default address was wrong, but I made an error and did not see that. I completed payment through paypal.
I noticed it. I contacted seller to change the shipping address. He states that he cannot. Must ship to the original address submited and that this is paypal policy.
Annnoyance level high. Ebay customer support closed (of course, it is 2017 and a global economy, so of course they are closed). Any help?

add the new address to your Paypal account,ask seller to refund or cancel your payment and you pay again with this new address.
to get Paypal seller protection,he must ship to the first address which is on the email notice.
