Did not receive full refund

Hello,

 

I recently made a purchase on Ebay and soon realized it was an incompatbile item I needed. Within a few minutes I immediately send the seller a message to cancel the order, I did not get a response for a couple of days. I finally get a response and the seller say's they will give me a refund. I look at my Ebay/Paypal transactions and the seller only give me a partial refund. I then contact the seller again about the issue and say's they will take care of it? Have not heard from them or see the missing refund amount. Also, the cancelled item is listed as payment pending on my end. Any advice on how to handle this matter.
