Bounced to every department through eBay/Paypal, no one is reinstating my account

I sold something in Jan I thought i had ended. I didn't notice until I logged into paypal and noticed money in my account, $34. It was a $41 item.
Or I thought I sold one and actually sold two, I'm not actually sure, it was in January. The person was paid back, thankfully, but by eBay, and eBay said i owed them the $41.
I tried to pay it with my card, but it kept redirecting me to the pay page. I added my paypal, then my card four times. Nothing.
I paid and they didn't reinstate my accound and no one can figure out who reinstates accounts, they bounce me around with no solution
Who reinstates accounts, I've talked to several departments with NO solution, they all say it's not their department

My post notes that I've constacted customer service several times and they can't figure out who to send me to, I'm trying to find someone who has had their account reinstated
