account limitation for a foreigner

Hello, this is Changho from South Korea.

I arrived in the United States in the beginning of this month, and used Paypal to receive a money from my friend.

After I received the money, I found that my account is limited.

I tried to prove my identity by submitting necessary documents.

And I received the following email.

"Request for additional information PP-005-971-661-629 RXI000

Accepted:
Lease aggrement to confirm name & address
Clean acct login session
Clean acct xtvt.
cards does not link to any suspicious accts
No strong linked to fraud accounts
No unauthorized claims being filed

I am wondering what additional information is requested.

Also, how do I provide the information without replying to the e-mail?

When I logged in to my paypal account,

it says "We're reviewing your submissions. We’ll get back to you or lift your limitation within 2 business days."

I think at least a week has already passed but the status is the same.

How do I resolve this problem?

In the U. S. you must use an account opened in the U. S. 

I assume you are using your Korean account which is supposed to be used only in South Korea.  Your account is likely to remain limited while you are in the U. S.  It could also be permanently limited and you would need to wait 180 days to get your funds.

In the U. S. you would not be able to provide documentation to match that on your S. Korean account.

If so, I can wait 180 days.

If not, is there any way to resolve this problem?

I can't understand why I can't use my money even though Paypal allows me to receive money from my friend at first.

Does your U. S. account use your U. S. address?

Is it linked to your U. S. Bank account?

Let me clarify the details.

I created an U.S. Paypal account.

At that time, I could receive a money from my friend without registering any bank account.

I stay in Pittsburgh now.

I registered U.S. address in my paypal account.

My paypal account is not linked to any U.S. bank account.I might try opening an bank account in the U.S. if it is the only way to recover from the limitation.

Since I created an U.S. account, I have been staying in Pittsburgh.

I rent a room in Pittsburgh.

I also proved it by submitting a contract document.

After documents are submited PayPal will start an extensive investigation determine the limitation should be removed or not.  My guess is that you did not submit sufficient documents.  Passport information is often required.  A bank account could help, but no guarantee of lifting limit.  Investigations can continue for weeks.

A phone number listed in your name and address is also important for identity; the phone cannot be in other person's name.

I thought that it would take only 2 business days.

The problem is that I have no way to additionaly prove my identity or submit a document.

Whenever I log in to my paypal account, it justs says that "we are reviewing your submissions".

I think already 2 or 3 weeks have passed with this status.

BTW, I recorded my phone number correctly which is registered with my name.

when did you open your US paypal account?

before you arrive in USA or after ?

Do you have a Korean paypal account open already?

When you open your USA account,you provided a Pittsburg address,your rent a room,this could be the reason PAYPAL cannot verify your address and ask for Lease aggrement to confirm name & address/

Paypal may eventually ask for your SS number which you do not have ,and you will have problem opening a US bank account,as bank now asks for SS number,passport,driver license.

If Paypal is not satisfied with the documents you sent them,your account will continue to be restricted,may be ask your friend to cancel the payment  and send money via other methods,ask your landlord what is the best way.
