Hi Pal's! I have just got limited by PayPal once again for the reason: "Since your account is just new, we need some more additional information to confirm it's you!" . So, i opened my account in 2014? "New"? .. i can't add any cards and can't contact them trough messages because it says we can't show your messages at this time.. Anyone has a solution? Sincerely,

You could send them proof of ID showing your address and personal information on file and then follow up with a phone call to the Customer Service line so as to give context to your submission. That usually works when I have that issue.
