Unsuccessful changing owner of business account x 4 months

Despite multiple attempts and uploading the required documents at least three separate times (ID, social security card, bank account statement, business letterhead, etc.) I have been unable to change the primary account owner of our PayPal account from the prior executive director to myself (the "new" executive director, 14 months into my job). We are a nonprofit agency. I am frustrated and ready to close the account and look for another payment processing service. When I call customer service, they tell me to upload all the documents again and wait another 30 days. Is there something I am missing? What should I do?

Sounds like a good gripe - another option that may get you some assistance is PayPal's Twitter Account - it has greater visibility and is supported by PayPal employees.
